How many years can someone get if they date someone underage?

my sister is dateing a pig of a guy hes 18 and shes 14 and im her legal guardian but i got no time to really watch ive tried everything ive even called the police they said "as long as he doesnt do anything sexual we cant press charges" pissed me off

The police are right - they can't do anything unless you can prove that they are sexually active with eachother otherwise it would be like charging an innocent person (because there's no proof).

If they are caught having s*x then how many years he would spend in prison depends on where he is in the world. Some places it's up to 15 years in prison where as others it's 10, or even 7.

If he haves s*x with her and you have evidence. Than he can do upto 10 years in prison and have to register as a s*x offender

The police are correct.  As long as there is no sexual relationship between them there is no law being broken.

The police are right.  As long as they are not having s*x, they can legally date right now, unless there is a protection order filed against the guy ordering him to stay away from your sister.  If you are her legal guardian, you can request that protection order.  If he then goes around your sister, even if she consents to him being around, you could have him arrested for violating said order.

To get the protection order, you need to contact your local court to request how to file.  You need to be her legal guardian to do this, so hopefully you have court papers placing her in your custody.  

In the Petition for protective order, you will need to be able to state why you do not want him around your sister and your family.  A temporary order will be issued, and then you and he (and your sister), as well as any witnesses you want to call, will need to appear in Court to request that the order be made long-term.
