  1. Since 1790 to the present. The office of President was created in Article Two of the current U.S. Constitution. Prior to that time, there was a position entitled "President of the United States in Congress Assembled" in the Articles of Confederation which was the charter of government from 1775 to 1789.

  7. Depends on if you count the years this country operated under the Articles of Confederation or only the years since the Constitution.  Articles of Confederation ran from 1781 to 1788. The Constitution from June 21, 1788 to present day. If you the years under the Federation George Washington wasn't our first President. If you only go by the Constitution he was.
