Heroien is not a word, but assuming you mean heroine, ( a female hero), the answer is still not relavent.  Speaking English fluently is not a requirement in many countries.  If you are in an English speaking country and not fluent, then shame on you.  Adapt and overcome, if you truly are a heroine.

acting talent & education need not go hand in hand. If the heroine knows how to show the emotions & deliver the dialogue  in a language as per the scene it is enough.  

You can write the dialogue in the language  known to you & still deliver the dialogue  in any language'. That is how many of the singers sing songs of different languages.

Speaking  English is not a criteria for acting. We have accepted English because it was a ruling language for a few centuries. Educational qualification doesn't come in the way of acting.
