By genetic modification, I mean particularly in the case of transgenic organisms.

  1. Hard to say. It is possible to use GM to "crack" problems that couldn't be solved by artificial selection.

    Artificial selection exhausts genetic variation, resulting in diminishing returns and also a lot of inbreeding. One could use genetic modification to insert a desired trait into dozens of unrelated individuals, retaining their genetic variation for all other traits.
