  1. one liter per person.  But I have walked back from Matamoros to Brownsville with a case of Tequila and paid the import duty on it, but that was like ten years ago, so I don't remember how much it was.  But it was better than buying a case of tequila in Houston.

The answer is a bit complicated.  But the general rule is you are allowed to bring 1 liter of an alcoholic beverage as an exemption (that means you don't have to pay federal import tax on it).  You can still bring more than one liter, its just that the remainder is not exempt and is subject to federal tax.  Also, all of it must be for personal use (ie, that you are not going to sell it for profit).  ALSO, it depends on which state you are entering, since each state has different laws regarding how much alcohol you can bring into the state, and again may be subject to taxes by that state.  If in doubt, ask a customs agent at the border before you go across.

  8. You buy your bottle at the duty free store right next to the border. They escort you to the entry gate and once in Mexico you just come back through the entry gate into the States.  All legal and you can do this once a month per person and a quart each time.
