  1. From London (Stansted) to Oslo (Torp) single flight by Ryanair:

    regular fare from 14,99 GBP

    special offer 12,57 GBP

  2. It depends on when you want to travel.

The cheapest route right now is to take a mid-week flight on RyanAir from London Stansted or Birmingham to Torp, Norway.  The flights are on sale for 9.99 GBP including tax (i.e. flying Wed 3 Sep).  Of course, that doesn't include the fees to check-in at the airport (4 GBP) or to check luggage (12 GBP).

Other options to look at are Norwegian airlinesm, Sterling Airlines, and SAS, all of which tend to have reasonably priced flights between the UK and Norway.

A good place to check the prices for the range of travel dates you're interested in (up to an entire year at a time) is skyscanner.net  For origin/destination you can enter just UK/Norway or specific cities or airports.  For the date range, you can specify as little or as much information as you want (from a specific date up to "whole year").

Unfortunately, SkyScanner doesn't check SAS ( http://www.flysas.com ) which may have affordable flight options as well.

For reference, a regular advanced-purchase airline ticket usually costs around 50-75 GBP one way.

Alternatively, you could take a ferry from Newcastle, but if you have to book a berth, that would push the price way up, and you'd be looking at around 150 GBP per person.
