  1. Both Hawaii and California have their pluses when it comes to surf.  Hawaii's pluses are the water temperature, year round nice weather conditions, variety of quality reef and sandbar breaks, public access to beaches, powerful waves, unpoluted water (nice color), and year round waves.  California's pluses are the large coastline that offers a variety of waves on a somewhat consistent basis, some excellent small to medium sized wave spots, and an abundance of beach breaks for smaller wave riding.

However, on a day to day basis, Hawaii's waves have more power, and with the prevailing trade winds Hawaii has better year round offshore wind conditions than California.  But, surf is surf no matter where you are; the main thing is that you enjoy your time in the water.

  2. Better is an extremely relative term.  Do you mean more consistent?  Do you mean bigger?  There are places in California with very consistent surf, and also very big surf.  California's North Coast has some of the biggest surf anywhere at certain times of the year (like now!).  There is also pretty consistent surf up and down the coast from San Onofre up to the mouth of the Klamath River.  Best thing is to get some experience in your local surf spots and find out for yourself!
