You can buy a new bicycle for less than AU$200 but they are rubbish.

$400 will get you a 21 speed with reasonably decent fittings like index gears and moderate quality derailleurs etc.  Best value for day to day riding is in the $400 - $600 range.  

I have seen a secondhand bicycle offered for $2,500 but it was a top model with carbon fibre wotsits all over the place.  

A good used bicycle might be anything from $50 to $400 depending on age, original quality and condition.
