Personally I feel if a person can ride correct and have GREAT  balance, and know how to ride correctly   yes he would be able to carry 200.lbs But any thing heavier get a Draft horse , a horse that was made to carry  lots of weight ,,



I pity horse's that have a rider that weighs so much that he lies down Well I would to if I had to carry 300 lbs

From Equus magazine, a rule of thumb is no more than 20% of the horse's weight, assuming it is in good condition--not too fat or too thin.  So that means a 1000 pound horse shouldn't carry more than 200 pounds.  That's if the rider is competent.  A poor or inexperienced rider should be lighter.  Some people believe that 20% is still too much weight.  And a knowledgable person should check saddle fit and the condition of the horse's back, particularly if the rider is large/inexperienced.

It depends on the build and breed of the horse.  A 16.1hh shire is going to be able to carry more weight than a 16.1hh Thoroughbred!
