You can't "go over" on ANY Visa card whether it's a debt, credit, or prepaid.  It will be declined or you will get hit with overlimit or overdrawn fees.

According to their FAQ page:

Any attempt to make a purchase that is for an amount greater than the cardholder’s available balance will be declined.

So apparently, you can't go over what's available.  It's a prepaid card which means you can't spend more than is there.
