  2. For self employed, the threshold for filing a tax return is $400.  That's when you begin to start paying your payroll taxes.  If you are employed, your employer witholds payroll taxes as well as your income taxes.

In the US, if you had income through wages or salary or were self employed you have to file a tax return no matter your income.   If you are employed the employer will withhold taxes so you shouldn't owe to much when you file.  If you are self employed, you need to keep records so you can deduct your expenses from you income on your tax return.
