How much cement do I add?

I would appreciate a responce with regards how much cement do I add to a bag of ballast to make concrete?

3 sand to 1 cement by volume , not weight...

If you are making concrete , then 1 part portland cement, 2 parts sand, and 3 parts gravel. If you are making brick mortar, then 1 part mortar cement and 3 parts sand.

Tell me , what the h**l is ballast ? I live in the US and have never heard that term

3 parts ballast to 1 of cement. Three shovels of ballast to one of cement. The mix I have given you is a good strong mix for path laying or patching floors.
