I'm not sure the other poster's source is accurate.  My friend is a professor at a university in Paris, and he just bought an apartment in the 11th for a close to a million euros.  His vacations are trips to places like Bali and Mauritius, where he stays places like the Four Seasons Hotel.  I seriously doubt he could afford to do all of that on 38 thousand euros per year.
