  1. Don't pay anything. If you have what it takes to be a model they should work with you for nothing. They get their cut when you start getting gigs. Go somewhere else, this is not a real agent.

  2. Do NOT do John Casablancas or anything like that...

I'm sure there are legit modeling classes you could take but please know that a lot of them (unfortunately) are just a scam (or else drastically overpriced for what they teach you.)

Depending on where you live, sometimes companies will have open calls for things. Keep an eye out for stuff like that- look online or in the newspaper, etc.

You want to do stuff like fashion shows for dept stores and volunteer model for make up companies, etc.

    Good luck

  3. You specifically asked "How much do modeling agencies cost for training?" and legit agencies do not charge you. There may be very small expenses  along the way if you are signed but nothing close to 2000 for 20 weeks.

What you are talking about are modeling schools and

DO NOT  go to any modeling school.

Not only should you not go but most agents prefer that you don't.  You will get the experience and training you need on the job through test shoots, through conversations with your agent or personal manager, and, possibly if needed from brief classes arranged( usually for free) by your agent.

It is also important to realize that the people working at these schools are not real working models. The are people trained in the specific techniques they are teaching you or they are models from a long time ago that clearly didn't make it or they wouldn't need to be standing there trying to teach. Most likely you will learn how to have good posture and the rest will be incorrect information you will have to toss out the door the minute you go into the real world.

They are going to tell you what you need to hear to make them the most money. Not make YOU the most, but them. They will convince you they will take great pictures ( they rarely work for portfolio use), that you should take more classes, go to expensive conventions, etc etc anything to support their business.

You would be far better off getting out there and getting exposure in the real world. Intern for a high fashion photographer, or a modeling agency or if you already have the look start going on go see's and see what happens. If/when you get signed by one they will groom you and you can trust them because they don't make money unless you make money.
