How much does Balsa foam bend? For example I'm thinking of using to for a costume but am not sure if it bends

Not much.  Thin, it bends a lot across the grain and much less along it and it is not very strong so too much bending will crack it.   I have not heard of steam or heat bending the stuff, but it is a pretty good insulator, so heating it evenly would be a problem.
