How much does Call Waiting usually cost for a land line phone?

my friend isn't aloud to be on the phone if his step mom isn't home in case she needs she needs to call. he also isn't aloud to be on the phone for more than fifteen minutes at a time. it gets really annoying when we are having a good conversation and all of a sudden his dad is all "times up get off". i have suggested to my friend to ask his parents about call-waiting but i need to know how much it costs.
