If you are talking about the wii version, then it costs $49.99 and it comes with the wheel.  It keeps selling out because many people like the game, and they must continue to restock.  The stock probably comes from other countries.

It's sold out because many people want it or like the Wii, Nintendo is deliberately causing the shortage in order to drive up the sales.

about 50 it comes with the wheel and where I live mario kart is never sold out.

It costs $50 and some copies do come with the Wii Wheel, but you h ave to buy the one with the big box. Some people suspect that Nintendo is letting Mario Kart Wii being sold out on purpose, to try and increase demand. You should be able to get your hands on a copy if you order it online. (Walmart, Gamestop, etc..)
