As with all things, you get what you pay for. If someone is willing to develop flash content for you for $25, they are probably not very experienced, and will not have the same finesse for your project as someone who charges twice or three times as much. they will also work more slowly, they'll be figuring things out whereas a more expensive flash animator will work twice as fast, or more than twice as fast.

Generally, it's better to source the talent first, then let them propose a fee for the scope of what you need.
