How much does a photo ID cost in New York?

I just want to know because I'm 17 and I should have one by now. I mean what if I want to go to a movie alone that's rated R? Or something like that. I won't have driver license until next summer time comes up. I'm saving and earning money for driver education. They're a bit expensive I've found out. Anyway, how much does a photo ID cost? Where can I order them in Western New York? Is there a website that could lead me to get Photo ID of my own? Any information would be great and useful, thanks!
