  1. Same thing it costs for anyone else.  Most airlines do not have lower fares for children.  they take up a seat, so they pay the same fare.  occasionally an airline will offer a "special" fare for kids, but that is rare.  you can pick a couple of airlines that fly to  Costa Rica, and call them to ask if there are any special prices for kids.  I doubt you find any.  Continental has best prices.

  2. Spirit Airlines has by far the best prices to Costa Rica (under $100 each way) but for a 2 year old you are paying full price with ANY airline.

The only time a kid pays less is if they are an "infant in arms" in which case they are free... but a 2 year old is too old to do that.

  3. If the child can't sit in your lap, than you have to purchase a full fare ticket.  At two, that's out of the question for a 4-5 hour flight.  Now to the cheapest flight.  One of your answers recommends 'Spirit Airlines'.  Since I was interested in a cheap fare myself, I checked it out.  they don't have any routes even close to Louisiana so I doubt it that is gonna work for you (Or me either).

I look at the web sites promoting cheap fares and try to use them when possible.  Those don't work well if you have a exact schedule that you must adhere to but try them out.

Here's a good one for instance:

$374 -- Costa Rica from Dallas, incl. Tax (Roundtrip)

    Also try www.kayak.com

Departures from Miami and Houston are the cheapest because they are closer.
