I've compiled information about my family, and I want to hire a programmer to create an application to display my family tree as I want, so he might need programming in 2D to display the data fetched from a database, and render the family tree properly.

  1. Without knowing more about exactly what you are after, it is hard to answer.  Are you looking for something to run/appear inside a web browser, or more of a standalone application?  Is the display going to be super fancy, or is it simply a matter of arranging the data to be displayed in some particular way?  Is the data already in some type of accessible database?

The short answer about any custom software is: it will cost a lot.  Custom software is not cheap because it likely requires at least several hours of a programmer's time.  Good contract programmers (ones with Computer Science degrees) charge business clients up to $200 an hour.  If this is a personal project, you could probably find someone to do it for less.
