I want to take a taxi 18.5 miles, about 45 to 60 minutes.

how much will this cost?

It is different everywhere and the rules are different almost everywhere, you need to call the taxi company and tell them exactly where you're going, the route you want to take to get there and then they can give you an estimate but the meter keeps running even when you're at a stop light so it would only be an estimate.  Also note that in some jurisdictions the taxi company is regulated by the local authority as far as what rates they can charge, which is the case in Vegas, but not in DC for example.

Here in NYC the taxi are expensive per miles, but the city is very  small and compact.

Call your local taxi company and they will tell you over the phone.
