Likely they may charge by the size and complexity of the project rather than by the hour.  Perhaps you can request three free bids (which should include their specific plans) and choose the bid that best meets your needs and budget.  All three bidders should receive the same written instruction and have access to the site.  You may want the engineer to design, estimate cost of labor and materials and oversee the project to ensure that it is performed correctly (and meets any local codes, etc.).  Under certain difficult circumstances the engineer may have to consult with a geologist.  If you are satisfied with the first bid you don't need to request any more.
