  1. About $160 bucks when all is said and done. If you request it expedited in the off season, you get it fairly quickly, like in a week or so.

  2. The government fees are the same whether expedited or not.  But, to expedite the passport process you have to hire an expediter who will charge between $60 and $100 although maybe more if there are special delivery requirements from and to you.  The expediter will hand carry the application to a local US State Dept. office and make shure that the completed passport is express delievered back to you.

  3. The basic coast for renewing a US passport is $67, and it should cost the same as if you were in the USA - there is no need to pay a private "expediter" to apply for your passport renewal.

    From www.state.gov:

U.S. citizens residing abroad (except those living in Canada) should renew their passports at the nearest U.S. Embassy or U.S. Consulate.

Expedited service.... in addition to regular application fees, is $60 per application plus overnight delivery costs.  Anyone may request expedited service for any type of application (e.g., first-time applications, renewals, amendments of existing passports, etc.)
