Tokyo universities or not, the normal charge for a single (white and black) copy, using the copier in Japan would be 10yen, and around 30yen per copy for color copy.

10yen = 0.09USD

But, there are universities in Tokyo that implemented the FREE copier, but there's a catch. Advertisements are put on the back side of the paper that comes out from the copier.
