How much does it cost in postage to mail an 10 by 13 manila envelope with 2 sheets of paper in it?

What about 4 sheets of standard copy paper? or 6 sheets?

a flat is about 83 cents now. But if there is any padding..etc..I would go with putting $1.00 on it.

It goes by the weight of the envelope.  I would say that 3 $.42 cent stamps should cover it.  If you need the exact amount than you need to take it to the post office to be weighed.  And yes you can drop it in the blue box after hours with the right amount of postage on it.  Better to much postage than not enough postage.
