It's not the size, it's the weight, and the destination.

usually you can put 2 regular stamps on the size and add 2 cents for extra measure.  j i c....just in case.

Actually, it is the size now.  They have found a way to charge more if your envelope is larger.  You will see that when you use the calculator.  I'm sure that the weight of your envelope is quite low but because the envelope is large, you will pay more.  If you can fold the 2 sheets in thirds and put it in a regular, business-size envelope, it would only require 1 stamp.
