Nothing.  Just don't use the front derailleur.

Get rid of the front mech/shifter/don't USE the front mech at all. Cost = $0

if it's a 16 speed, then I assume you have 2 speeds on the front crank and 8 in the back...

if you really want to get rid of that second set of gears, then it would be the cost of a new crank... otherwise, just don't switch gears up front.
