It's absolutely free.

If you don't want to stand outside on line for stand by tickets, email TRL at [e-mail]. Include your name, age (must be 16-24), phone, number of tickets, and the date you'd like to attend. It only tapes on Mondays and Tuesdays, though, so make sure you choose one of those dates unless you know someone special is going to be taping on a different day.

You go and you stand outside in NYC, and if you are lucky they will ask you to come on the show.
