Can you define what you mean by a sanctuary?  

We may be on different Continents and it may mean something quite different where you are.

If you mean a small retreat in your garden, I bought a small, wooden fully lead-glazed, octagonal, gazebo which is just large enough for two cane easy chairs, 4 shelves and a coffee table.  The floor is paved with a straw mat This is located in a quiet area at the bottom of my garden and during the winter has a small frost heater, so I store some of my more tender garden pot plants out there in the months when we don't use it.

Installed and glazed, I think it was around £650 but I wouldn't expect much change from, say £750+ now.

A sanctuary to hold what?  How big?  Made from what materials?  Your question is too vague for a sensible answer.
