Why would you want to.  Many people are going to cell phone only, or VOIP

In the US, it costs nothing to have a phone line installed to your house. The phone company will wire it to a type of junction box located outside your home.

Any wiring from there into your home to phone jacks, etc will cost you. You will have to contact your local phone company for their rates.
