One of my friend experienced kind of operation you said in Korea, which result was so amazing. Korean clinics are much better I think because the fee was very reasonable compared that Japanese clinics were always so expensive and needed to draw line to wait for.

Go to Yanhee Hospital in Bangkok Thailand the price for the eyes is about $540 US.  Liposuction is $1,200 per site.  If you ask the price is lower the eye surgery was $350 Lipo ?

I'm sorry but if you look at Kenny Rodgers (US singer) you can pay big and get c**p.  I have had several friend who have gone to both of the hospitals mentioned for several different kind of procedures and have been treated better than in Beverly Hills but for a reasonable price.  The surgery you asked about is not complicated.  And you don't always get what you pay for when you pay too much,

My mother got hers done in Korea, THEY DID AMAZING!!!

My old old old neighbors got em done at Okinawa and they did horrible, one of em has a wrinkle and the other has a normal look.
