You're really going to have to contact some local contractors/electricians about this, as the price varies quite a bit from one area to another.

Here in the US, you typically find older homes with 60 amp service (say, over 50 years old), then 100 amp service for those less than 50 years, and today, with all the electronics folks run, 200 amp service is quite common.

Unless there is a problem with the wiring in the home itself, you shouldnt need to change it any at all.  If your home happens to be old enough to have the old cloth wrapped wiring, then it NEEDS to be replaced, and you should have that cost factored in.

A typical upgrade from 60 to 100 amp service, would only require you to change the circuit panel box, and probably, the meter base (and the wires between them).  If the meter base is changed, then you may need to change the mast too (if the wires are run thru the air, from your home to the pole).

When I upgraded from 60 to 200 amp service, I bought the largest service panel I could get, and changed out the meter base, and mast.  The utility came out and installed a new, larger, transformer on the pole, and ran new wires from the pole to my home, for free.  I did all the work myself, so only had to pay for parts...it was a few years ago, but I believe it was less than $700 for the parts.

I'm assuming you are talking about upgrading from 100 to 200 amps, since neither 70 or 140 amp are standard service sizes.  In any case, you should get 3 or 4 local electricians to come in and give you an estimate.  Costs vary widely from region to region, and there may be circumstances in your house that can't be determined from here.  Most contractors will give you a free estimate.  Hope this helps.

I had the service upgraded at one of my properties from 60 to 100 amps about 5 years ago and it cost me just under $1000. The materials for 200 amp service should not be much more than 100 amp service.
