you do not have to sign up or anything and the cost will appear on your normal phone bill under  other carriers

i have been using this to call Australia for a few years now and has been great,a big saving for me as i call 4-5 times a week,i get 25 minutes for 99 cents.it applies to many countries that you can call using this number including calls with in Canada (45 minutes 99c)

ps.........dont let your call go over the 45 minutes or you will pay by the minute,if your not finished talking hang up and call again to start a new 45 minutes

That depends on who you use as a LD carrier, are you using a cell phone or land line.  How long are you going to talk.  What long distance plan are you on...lots of ifs here.

An inexpensive way to call is to go to Walmart and buy a calling card.  You will not have to keep track of the minutes, and you can get one for a little as $5.  Unlike with a calling card purchased in the US, there are no extra charges for using it at a pay phone or anything like that.  Best of luck.
