How much does it cost to send a 9x12 size envelope...?

Do I need a 42 cent stamp, just as I would a regular envelope? If not, how many stamps do I need? Thanks.

It depends upon what you have in it, and how much it weighs.  Take it to a Post Office and let them tell you how much it will cost.  If there is just a page or two inside, 42 cents will be enough.  Costs go by weight, not size.
