If you have the website on your own computers, the only thing you need is an ISP that issues fixed IP addresses, and register a domain name.  For .com it is not very much (like $12/year) to register a domain name.

The domain name registrar will let you put up a DNS entry in their DNS to point to your assigned IP address.  You then configure your router to direct http traffic to your web server running on your computer.  If you run Linux, you can set up a free web server using Apache which does most of the things you want.

Of course you could get someone else to host your web server, you would need to shop around for a good deal in your area.
