it really depends on how much you pay for things, how much work you can do yourself. start with mother earth news, they have plans for converting over to electric power from gas, including building a hybrid type vehicle that is powered by an electric motor, and uses a small gas engine to power a generator. you might be able to spend as little as $1000, and as much as $10,000.

Depending on the car it can run as little as $3,000 up to about $10,000 or more. Depending on how big of a motor you need, what kind of range you need etc. Most of the kits I've seen run about $7,000.

One of my coworker did it.  He turned a 1974 Ford Mustang into pure electric and it cost him about $22,000.  Most of the cost were in the Li-ion batteries that he installed.  The controller were the next most expensive part.  The electrical motor were the third most expensive part.  He used existing transmission.

He can get about 100 miles in range and the motor is about 120 HP.

Totally impractical. What difference is it to have a gas motor or plug in your batteries to charge them . Either way it will produce about the same CO2.
