  1. CALL THE DMV OFFICE.

  2. It depends on where you want to park.  There is a lot of free on street parking, you just have to pay attention to the time limits (generally 2 hours) and what time parking is not allowed.  (If you are on a main road during the morning or evening rush hour, they will tow your vehicle.)  Richmond does a good job of posting the parking regulations.

If you are parking at a metered spot, it is generally .25 cents for 15 minutes.  Yes, this does vary from location to location.  I think that it is more expensive to park next to the State Capital.  There are other spots that have price hikes, also.  Bring plenty of change.

There are also the parking decks.  The MCV parking deck used to have a maximum charge of $10 a day.  (It may have increased.)  However, if you got your ticket validated by MCV or the Museum of the Confederacy, the parking was discounted or free.  The parking at the James Center/Omni Hotel could max out at $25 a day.  In the Carytown area, there are two free parking decks!  Watch out when you park in the Fan area, as you need a parking permit.  If you are attending VCU, bite the bullet and park in one of the parking decks.  It costs, but it's convenient and your vehicle is safer.

Good luck with parking in Richmond!
