If you are a student, you could get an educational licence for Adobe Creative Suite 3.3 Web Premium - Student Edition for €249. Sorry I don't know what it is in US dollars, you would have to visit the Adobe USA Educational store online. This version includes Adobe Dreamweaver® CS3, Flash® CS3 Professional, Photoshop® CS3 Extended, Illustrator® CS3, Fireworks® CS3, Acrobat 9 Pro, and Contribute® CS3, and also includes Adobe Bridge CS3, Version Cue® CS3, and Device Central CS3.

The cheapest way to get Photoshop is to get something else instead. I have used the GIMP http://www.gimp.org/windows which is free and open source. It does most of the things that Photoshop can do.

Photoshop can cost a hefty amount :P

So what I tend to do is go with the 30-day trials they give for the really good ones,

It's a great way of trying lots of different ones for free, and if you find one you really like you can always buy it.
