Is Memphis deliberately trying to loose so they could trade OJ Mayo back to LA with an excuse ASAP?

No, Memphis is looking at the long run. they have wonderful cap space and a young team that is going to develop nicely by 2010. so instead of trading for a superstar and signing for multi year contracts they are just going to develop a allstar cast. think mavs in 2000. dirk and nash were virutal unknowns for the most part.
