Pollution control is a multi billion dollar business.  Industry spends this money because they are responsible citizens, and they live where they work.  

Below is just one example of a steel mill that demands higher standards than any European gvmt.

I just did some research in a similar area and I used the budget report from this year that also has historical tables and projected spending... the web site is www.budget.gov/budget

In my personal opinion, it's not nearly enough and some areas are even being cut!!
