How much does the iPhone 3G cost?

My mom is switching us to AT&T from Verizon because she didn't like Verizons service when I tried getting a Dare. So I want an 8gig iPhone 3g, does the $199 price apply to those who are just switching over to AT&T? when its your first contract with them you get the discount, correct?

I don't really know how this stuff works.

New (and old) customers have to pay $199 for the phone, and sign a 2-year contract on the service plan.

The cheapest plan is $69.99/month.
