    is a power specification, not an energy specification. You buy energy not power. What is missing is time.

    17 amps at 230 volts is 3900 watts, or 3.9kW.

    If you run this for 10 hours, that's 39 kW-hrs.

    If your price of electricity is $0.10 per kW-hr, that will cost you $3.90 for that 10 hours. Or 39 cents per hour.

    The power you are using is amps x volts = about 3900 watts.

    If you are running the device constantly, you will be using 3.9 kwh every hour, or about 94 kwh every day, or 2800 kwh in a month.  If this is a heater, or a dryer, or a stove, which seems likely for this amount of power, then it is not running continuously.  If it is running only part of the time, you can multiply the power (3.9 kw) times the number of hours it runs each month to get kilowatt-hours.  Then you will need to find out how much your electric utility charges for that amount of electricity.
