$15 or less to register a domain name.  If you can design and build the site yourself then that part doesn't cost you anything.  If you can host the site yourself, then it doesn't cost any more than what you're already paying for internet service.

The maximum amount is pretty much unbounded... the more you want to do with the site, the more it will cost.
