It will hold about  18 to 20 gallons and you do not want to fill it up all the way up were you can see the gas because the gases from the gas will not circulate.

Your windstar van holds 26 gallons of fuel.Reason not to fill it to top is nothing to do with not recirculating. Not sure where some get these ideas? Not to fill it to top has to do with fuel expands when temperature rises and will go to the canister ( desigened to hold gas fumes) and saturate the charcoal inside of it and may give minor drivability concerns till it clears out the fumes.
