We have the capacity to do many things that we do not do because the costs far exceed the value of the process.  Extracting metals from the ocean is one of those things.  The chemistry is pretty straight forward.  Heck, if you wanted to, you could mine gold from the dirt in your back yard, it is just that the amounts would be so small that the effort is not even close to worth the trouble.
