Since I'm in the United States I can only comment on what I know here.  Our double is a daily double consisting of picking the winner of the 1st race and the winner of the second race.  It's possible you may be talking about our exacta which is the winner and 2nd place horse in a single race.  Either way there is a seperate wager pool for exotic bets, daily double, exacta, trifecta, etc and the odds are based on how much money is bet in those pools on each combination.   Therefore where the 7 to 4 and 3 to 1 are based on the win pool, people may have a different view of the double combination and the payout  may not reflect those odds.  I can only estimate from similar odds and results here in the US that the payout "should be" 16-20 euros, but could be much less or greater depending on how the pool of money is distributed.
