How much is a fair price to pay 15 year old boys for this job?

We have river rocks that need to be shoveled into a wheelbarrow and moved about 20 feet so that we can re-grade the slope in our yard. I will have them take at least a 10-15 minute break every hour to rest and rehydrate.

Depends. If it is a job that will take several hours over several days, I'd offer $7-8 an hour. No more. Thats how much the would make at a part time job like at a Subway.

If it is a one time job and depending on how many rocks you may just want to offer them $20 each and not do hourly.
