    Cigarettes have a standard price throughout Germany, that's 4 Euros a package, with around 17 cigarettes in them. You can buy JPS (the red package) from vending machines, where available: There will also be 17 cigarettes in a package, but you'll get 50 eurocents change (yes, they're in the wrapping paper).

    Even if you buy a complete box (10 packs), the price won't be cheaper, as the cigarette price is fixed by law. Except you buy them on the black market. Needless to say that this is sort of unwanted and can be prosecuted if you get caught.

    Neil is wrong inasfar as cigarettes are cheaper in Eastern Europe; but Cologne is nowhere near that, so you'll have no chance to buy cheap cigarettes legally. Besides, you would have to take care to not get beyond the import limit. Fines are heavy for counterband warez.
