I personally prefer Boots as I consider their testing equipment to be very good.  If you are under sixteen or pensionable age the test is free.  I don't know about people on benefits.

Some of the major chains (Boots included) are charging top prices for their spectacles and I always shop around for the best deal and go elsewhere.

Its only free if you are 16 and under. The price i payed for an eye test was £20 last year from vision express. Try speck savers they are much better and much more friendlier with designer glasses at really good prices.
